The Scottish Government has introduced statutory changes to the lodgement fees charged by the Keeper of the Register (the Scottish Ministers) for registering Energy Performance Certificates (EPCs) in Scotland.
These new statutory rates come into force on 31st October 2026.
What Are the New Fee Rates?
The updated statutory register lodgement fees are set as follows:
-Domestic Properties: Increasing from £2.60 to £6.00 per lodgement.
-Non-Domestic Properties: Increasing from £12.10 to £15.50 per lodgement.
What This Means for ecmk Members
At ecmk, we want to ensure total transparency regarding your workflow and invoicing:
A Statutory Fee Collected on Behalf of Government:
ecmk collects these fees strictly on behalf of the Scottish Government register at the point of EPC lodgement. This is a direct government fee increase and does not involve any changes or adjustments to ecmk’s internal pricing or service charges.
Why Are the Fees Changing?
The fee revision follows the Scottish Government’s ongoing technical review and reform of the Energy Performance Certificate regulatory framework across Scotland. The updated fees are designed by Scottish Ministers to support the ongoing management, audit functions, and register operations.
